Tzeentch is the only one that has an edge against Nurgle, but Nurgle has good air units, so it depends how much Air Tzeentch brings. Not counting Ogres, Ironblasters and Gorgers are way overtuned atm.

As some other guys have said, nurgle comes across as the least evil and sadistic of the chaos gods. His followers do terrible things but they mostly believe it's for the best for the people they're done to. There doesn't seem to be the same hatred or pleasure in violence that you get with say slaanesh or Khorne.

To expand, Tzeentch has a 3+ daemon invuln save against shooting across most of its units. This works against all the no invuln save weapons
Most hate is between Nurgle and Tzeentch, as one represents stagnation, and other change, and between Khorne, who represents one true purpose in destruction, and Slaanesh who is all about temporary passions and whims. Yeah, yeah, yeah, I get why they went with Tzeentch: to secure the T rating, to make magic classes fit with the lore, because he's the grand schemer, because he has the ability to unite the Chaos Gods, ad nauseum. I'm just saying I find Nurgle and his armies cooler. Tzeentch is very vanilla in my opinion, for lack of a better word.
